The astonishing events that have been taking place since February 2022, have brought back into the headlines, as an obvious Urgency, the Project that I defended during the year 2018 towards the French oil group, Total, and the Minister for Ecological Transition during this time, Nicolas Hulot, to launch on part of the huge French military camp of Canjuers, spreading over 35,000 hectares in the very sunny department of Var, the largest solar power plant in Europe.

The Russian army offensive on Ukraine, on February 24, 2022, triggered by the will of President Vladimir Putin, projected all of Europe to peaks of tension and contradictions in the fields of armament, military alliances and security arrangements, but also in the field of energy, of which both leaders and populations suddenly realized its huge importance, its extreme centrality for their national economy as well as for their everyday life.

Moreover, this Russian military offensive, causing in retaliation financial, scientific, technical, energy embargoes, of a Europe which has spectacularly united in solidarity with Ukraine and against the bloody Russian imperialism, forces a real acceleration in the Ecological transition, to do without Russian oil and gas.

Of course, now and urgently, Germany, Europe's leading industrial economy and "chained" to Russian gas by Chancellors Schröder and Merkel, is engaged like other European countries in a frantic race for non-Russian gas, and for non-Russian oil, fertilizers and wheat.

The shores of Europe will welcome new LNG Terminals and oil and coal imports will increase. But the spectacular latest events, with the sabotage of the Nord Stream 1 and 2 gas pipelines, supplying Russian gas to Europe, with a capacity of 55 billion cubic meters both them (!), are also forcing European countries to accelerate in their Energy Transition planning, to decarbonize their economy, with the proclaimed and adopted goal of achieving carbon neutrality by 2050.

The winter of 2022 – 2023 is the winter of the "Energy Emergency", where business and politicians leaders must very quickly extract themselves from an old context, review the "inputs and outputs", not only to find ways of saving, the henceforth "Holy" sobriety, but much more structurally to bring out new sources of energy, decarbonized and not imported.

The Project that I argued during the year 2018 in the direction of the French oil group, Total, and the Ministry of Ecological and Solidarity Transition, headed by the French star of ecology, Nicolas Hulot, to establish on part of the huge military camp of Canjuers, in the extremely sunny department of Var, in the most deficient in electricity production French region, the PACA region, the largest solar power plant in Europe, had encountered a glaring lethargy from representatives of the State, the Ministry of Ecology and that of the Armed Forces.

Activists spend years, sometimes decades, fighting as a "whistleblower" against such a project, or in "fanatical" opposition like anti-nuclear activists. This is accepted and even well integrated into the political and cultural landscape.

There should be the same welcome for the benefit of "project launchers", "solutions providers", when for years, by dint of argumentative texts, letters and emails, requests for presentation appointments, activists for more energy, more science, more Sovereignty for France are advancing large-scale projects, the only ones able to really "change the game".

Conservatism, routinism, not-making-wavism, wait-and-see attitude, political selfishness, will be swept away by the "Energy Emergency". And the Public Debt opium will not be able to hide, buy, and ossify everything indefinitely.

The "Canjuers Giga Solar Farm" Project corresponds to the requirements of the time : that of the Energy Transition, as that of the France Sovereignty.

In this second edition of the book worlwide available on Amazon, (in french), the reader will find the new Text of argumentation that I sent on July 18, 2022 to Agnès Pannier-Runacher, Christophe Béchu, Sébastien Lecornu, and on September 2 to elected officials from major cities of the PACA region, and to Edouard Philippe. Includes the evasive response of the Minister of Energy Transition. Then follows an email I sent on September 15th. And finally includes the Text of September 27 where I suggest an Independent Study Mission, sent to elected officials from major cities of the PACA Region, and to Nicolas Sarkozy.

On September 22, 2022, during the inauguration of the Saint-Nazaire Coastal Wind Farm, launched by President Nicolas Sarkozy eleven years earlier, President Emmanuel Macron, particularly enthusiastic, announced future large "offshore" wind farms, with an objective of 50 for 2050 (!), and a general will to go much faster in the making of renewable energy projects.

The Energy Emergency of the year 2023 will mean greater demand in the coming of many more "happy news" in the field of decarbonized electricity, and possibly stored, distributed and consumed by hydrogen. The announcement of a Giga Solar Farm with a power equivalent to 2 REP-type nuclear reactors over 1/14th of the Canjuers military camp would represent a genuine "glorious day" for France's energy independence and, in the immediately, for Electrical Safety in the PACA Region.

The trajectory leading to France's carbon neutrality in 2050, at the heart of the Paris Agreements of December 2015, is today impacted by the consequences of the Russian offensive on Ukraine. It would have been similarly impacted by an Iranian offensive on Saudi Arabia, a Turkish offensive on Greece, a Chinese offensive on Taiwan, or even by the rebirth of the Islamist hydra in an hydrocarbon producing country of the Middle East or the Arabian Peninsula. And these scenarios are still relevant, as if at the mercy of a "fit of rage" or a "throw of the dice" from a leader.

Everyone understands that carbon neutrality by 2050, for France, Europe, and the major GreenHouse Gas emitting powers, is in reality only a half-objective. To no longer emit CO2 and methane, all the resources producing GHGs and serving as a base material for plastic, this disruptive agent in all its forms, will have to be left in the depths of the Planet.

The Giga Solar Farm in Canjuers is really just a small step to taking France out of the "Fossil Fuel Era", while increasing its Sovereignty ! In addition, this small step would be founding to place France on the path to acquire more sciences and patents in the Solar as in the Military fields.
